During cold start operation there's two types of Air valves implemented by Toyota. A BVSV(bi-metallic) and Wax type VSV (vaccume switching valve). The coolant/water hoses are temperature reference for the wax filled thermo valve. When the coolant temperature is cold, the wax filled thermo valve retracts pushing a spring loaded gate valve open increasing idle speed. As the coolant temperature rises, the wax filled valve expands closing closing the valve cutting off auxilliary air needed during cold start operation.
