A/c controller.

there is a a/c controller beneath the dashboard ..can anybody explain whats its function ?

which car you've car, and which AC?

In older cars, its a switch that turns on the AC compressor when engine idle is increased, and turns it off when idle is low/resting. Purpose is to trun on the compressor when car is moving, and turn it off when stationary.
In newer cars, a switch is attached on the carburetor/EFI which increases idle speed when AC is turned on, and brings idle to normal when AC is off.
