Air Filer box half blocked ??

I went for engine tuneup in my khyber 1998 . One stange thing the CNG mechanic did was he put tape on the round pipe of the air filter box . I inquired why he is doing this . he said that it will improve mileage . I am not convinced as i havent seen anyone doing this . Can you guys especially CNG experts comment on this ??

It is a very common method applied on cars with carburetor running on CNG. Basically, by doing so they are controlling the amount of air going into the carburetor.

I think this is done specially in cars which have the air cleaner pipe facing the radiator fan.

(Experts correct me, if I am wrong).
