Anyone facing poor fuel average with MG HS in city driving?

I’m getting around 7–8 km/l in city traffic with my MG HS, which seems way too low for a 1.5L turbo engine. I drive carefully, avoid hard acceleration, and still cant improve it. Is this normal for Pakistani road conditions, o r is something wrong with my car?
