Automatic Transmission- Low Rev Limit. Problem?

I need Experts on tis one. If an auto transmission(in a corolla 95) is meant to go 6500rpm according to instruction booklet,(2nd hand car) then why does the car shift gear at 5600rpm even when accelator is floored. + If car (in any gear) is on 4000 rpm or higher, it wont downshift even when pedal is floored. the engine is also very thirsty on fuel.
What could be the problem, other than this the car is running fine n smooth.

Have your line pressure readjusted! Should be fine and revving its rockers off! Autos Suck.
