Average Problem of Vitz 2007

i replaced Whole Engine 55,000 Air filters Engine oil Oxygen sensor, throttle, and race paddle I am not getting should I install the Catalytic Converter o r not. Please give me guidance and suggestions to get rid of this crucial situation. I am waiting for your help.

vitz, its average is normally 11-12km/l with ac in city with normal traffic. On long route, it does around 17-18 km/l. Your mechanic is right about catalytic converter.
