Buffering of rusted area

assalam-o-alaikom everybody, can anyone tell me that whether can we buffer any rusted area prior painting....
wat would be the best solution for getting rid of rust and corrosion......and permanent solution so i may say good bye to rust forever

which specific area of the car are u talking about. for example if fender is rusted badly,it wont be buffed but metal sheet welded in a piece in the infected area before paint.
