Can ABS malfunction?

I had an accident on civic 2006 yesterday. What happened was an old model civic 2001 changed his lane suddenly and stopped in front of me on main road. I was coming from back at 70-75. As I saw him I applied the brakes. I was sure shot that my car will stop because the distance was enough to stop beforehand but the car went on ABS sytem and started stopping slowly and hit the other car from back. I was astonished that why it did not stop. In normal conditions its brakes are so powerful even on ABS. I think ABS did malfunction cuz the padal got very loose at that time. can somebody expert in ABS please tell me that ABS can malfunction?

expierinced almost the same situation...but did not had any accident..though was very close to one..
i also drivinf 01 Vti....de pedal was loose..ABS dint activate and the car was moving as if no brakes were applied..dint slip..
and once i braked sudenly late night..was testing brakes as i do per month for ma mercedes....
all the brakes worked fine and ABS fuctioned ryt...but 1 tyre skidded...i checked from honda and they said that ABS is malfunctioning so i dont know whatever they did..but after then everything was perfectly alryt...cost was 2000
