Can Any 1 Help?

may i concern 2 things from you guyz please !

1st is that my civic is with sealed engine,with all orignal fitting,2nd thing is there are 2 voices coming near somwhere arround from engine 1st is like lil Sparks or High n low Whistling voice,which is penetrating,coming from distributor side,although Pick Is Set MashAllah no MIssing,flows like JET on CNG,but its dwindling on A.C almost 20km/hr,i have'nt or the previous owner of my car had'nt serviced cng for 2,3 years,my machenic told that "OIL in Cylinder DOesnt make that much difference in speeding",Does'nt it?

2nd thing is the Another voice like When AIr Passes From A Pipe which usaually come in BEDford Trucks when they are in Rest LMAO,that kinda just a hint sound coming from downside of my engine is it silencer fault?or what...

please do tell i will be thankful..
