Civic 1992... Problem with Pick up

Dear All.... I have 1992 Civic japanees model.. its 1199cc.... I am facing problem with its pick up even its on petrol.... I tuned it lot of time at lot of different places....but no use.... ....its max run is 120km.....and when i try to pull in 1st gear...it max goes to 4k RPM....can any body advised what is the issue.... when i drive it seems that engine is pulling a heavy tank.... need a expert advise... please Help...
