Civic - Rain water coming inside.

During Rain when i go through water. i mean when it is about 4 - 8 inches level. the water comes inside in the driver side and my feet are all wet. Is this normal??

check if rubber is missing under the car... the little round holes in car chassis have rubbers to keep them closed.
and you can do your own test by spraying water from hosepipe with pressure to see where is the leak.
