Consumption degraded after 20k checkup & tuning

My Cuore did 20,000 kms so I went to Toyota Walton to have some checkups and tuning. They did brake work, engine tune up & changed starting point.
Before the tune up it used to do 130 kms with full tank, but after this tune up it reduced to 105kms.
What to do?

About tuning: If your car is not giving you any problem, like starting troubles, missing, fuel consumption etc, there is no need for tune up.

I have been taking my car (Xli) for periodic check ups to 3S dealers and they do the normal break service, clean or replace plugs, filters etc and when they ask for tuning, I tell them to keep their hands off. I have just replaced the spark plugs and no tuning since the car was delivered in Jan 05 and it is giving me 14 litres/lit in city and 180-200 kms with 56kg cylinder with AC in city driving.

In most of the cases they really mess up the tuning, may be due to lack of expertise as most of the mechs I have come across in 3S workshops are not so skilled.
