Correct Tyre Specification -1997 Honda Civic EXi?

Presently, I have YOKOHAMA Radials 185/70 R13 and the ground clearance is too less. Someone told me to switch to Dunlop SP Sports 490 with 185/70 R14. The cost of one set of four tyres is 15,000/- for pin packed June 2006 stock.
What is the company recommended specs for tyres for my Honda Civic 1997 EXi?
Are the above mentioned Dunlop tyres worth the money?

are u using cng without spacers on the rear shocks?
the tyre size u r using is good enough. Exi came in 13" rim's where as VTI in 14"
