Delay in gear change in Landcruiser

Here I have problem with 1991 Toyota Landcruiser vx ltd, 4200cc diesel.

When engine is cold and it is driven, for almost 3-4 kilometers engine revs but gear changes with delay. I have taken it twice to mechanic in Rawalpindi, and he changed something and oil, it does help for 2-3 days but it goes back to same again.

Someone said that it is a turbo proble, I am not sure what exactly this is. Anyone have idea of what to do and where to go in Rawalpindi.

whatcarman check the gear oil filter as it might be clogged and as oil is more viscous when it is cold there is a delay in gear change.it is usually a metallic filter all u have to do is wash it and then put in fresh gear oil.
