EFi better than carburetor for cold weather?

Wanted to know that if carburetor based cars are better than EFI (electronic fuel injection) when starting in cold weather? or is it vice versa ??

Offcourse EFI system is best in cold starts in any type of weather due to the fact that fuel supply is according to the engine temp as one of the major parameters.
