Engine ooverhaul???plz help

i have khyber 99..
bought 2 weeks back....
i took it to a mechanic n he said tht the engine is fit.
i took it to another n he said it needs overhauling..
tht will cost ariund 20000(+-2000)
the problem is tht the engine throws oil wen running...one said tht chnagin mobil oil will reduce the throwing...plz suggest me wat to do???
its urgent .....
also the AC aint workin properly wen strtd car is stopped evn wen engine is running...
plz guide me wat to do???
