Engine temp....?

ive got civic 95 with a stock motor (D15B3) ...if i short circuit the radiator fan the temp needle hardly climbs the C unless i switch on the air con but if i let the radiator be on auto mode it get switched on when the needle reaches almost the half mark but the hood gets really hot.. i wanted to know what should the idael reading b for my car ..it was fine in the summers but know when the weather gets even a lil cold the engine doesnt warms up with the radiator short circuited hence givin low idle RPM what should i do ?

You need a mechanical thermostat in the water hose path. Looks like it is missing or not working properly.
