EXI 99 :::missing problem due to VALVE

fellows im suffering from the missing problem IN MY CIVIC 99 EXI .WHEN I Check my self n took it to the mechanic he said it is having the valve problem..but when i put the engine oil in air filter the missing removes.for some time...n valve starts working...so kindlY suggest wht to do knw....mechanic estimatd around 6000 kharcha .but seriously i dnt want to do this sort of work.opening of head etc....kindly suggest
