Half open air inlet ?

the cng car has air inlet half blocked.
i have asked this question before.but iam a bit tension taking guy.there is one thing wich i want to ask.if i drive my car on petrol intead of CNG.there will be less air air available for the combustion of petrol,hence unburnt petrol.i think when driving on petrol that thing wich is half covering the the air inlet wich apears after removal filter.should be opened.completely.
as i will be going to karachi tomorrow there are very less CNG staions in the way.the vehicle is a civic 97
plz give advice.

i have a discussion going on about same observation. u can find it in the name "Automatic Butterfly for Conversion from Petrol to CNG"

Also i visited Nissan showroom today and they have made a very good solution to this in their new sunny CNG
