Hand brake prob with civic 2006 vti m/t

i had a problem with my civic hand brake its not working well though i changed the brake pads and hand brake cable too but didnt solve the matter plz suggest me what to do

there is adjustment right behind the hand brake lever. tried tightening it up from that place?
