Help!!

i have a 1.3 baleno 2001 model. its engine is pretty good.
the problem i m facing is that it does not get to full power when the car is not upto the some good speed of a gear. but when it reaches that particular speed it gains power immediately. so the car has some problems when i take it to hilly areas. but tell u that when its upto full power it works awesome. i took the car to 203km/h on motorway while going to lahore from islamabad just after the salt range ends.

i will try to ignore this line and answer

when was the last time u did the general tunning of the car?
plugs, fuel filter , air filter change?
if not do it. if done it can be some electrical problem
