Help required regarding a.c of cultus 2006

guys this is haroon and i want to discuss a matter regarding my car a.c.actually as mentioned above i got cultus 2006 brand new back in 2006.now its been four years i have been driving this car with extreme care and love.currently its odo is showing 49k.as this summer starts i switched on the a,c and found that the a.c cooling was not upto to the optimum level.so went to punjab car a.c and got checked my car and they said there is a little difference and u should not go for its services.i kept on frocing them to get the unit service but they didnt.the reason for forcing was that i faced the same less cooling issue last summer too.got the gas level cheked last year too and it was upto the max level.
so again after waiting for few days(this year) i took the courage and got the a.c serviced from my own mechanic.he opened the unit and found that the gas was full of oil and there was oil in the cooling coil.so he serviced the unit and pour the original genetron 134 gas.the cooling was still not upto the optimum level as it was when i bought it.now its been a month i have been driving the car on a.c and i found that after servicing the car was still not cooling well.i went to another mechanic, he also said that everythign is ok.but with the passage of time the cooling started to maintain the optimum level where it should be and i was satisfied with the performance .the main problem im facing is that MY CAR NOT COOLING WHEN ITS STANDSTILL.plus i got the gas level cheked and the mechanic said its ok
secondly i want to know how these mechanics check the level of gas.when i see the filter bottle of my car i see gas moving and after few seconds it becomes clear but there are few bubbles moving around the glass of bottle.is it ok?pls help me in solving this problem.

one more thing and that is the compressor is in best state too.in noon it was showing the head pressure of 30psi and the mechanic said that its 100% perfect.so really need ur help in solving this issue as im fed up with this problem
