Honda City IDSI (2007) Mileage Problem

Hi guys, i have a Honday City IDSI (manual) 2007 model done only 4000 kms done. Its on Patrol.
I am posting it as a separate thread since i have got no satisfactory answers.
My problem is that within city on AC its mileage is not good. Last time it was 9.62 Km/litre, before that it gave 11.5. It averages around 11 km. On motorway it gave 17.5 with AC.
Honda guys say that is okay but i think it should give ATLEAST 12 km / litre since my previous City 1.5 Exi Neo with 165000 km on odo gave an average of 9.6 - 1.5 km within city with ac.
Is the average of my city allright, i normally change gears at 3K RPM mark, have 185/ 70 / R 13 tyres on it. OR maybe jsut maybe it can be that i used to drive a 1500 cc car and now i am driving this city and i drive hard, though i have adjusted to it. Please share your experiences as to if its okay or not.

bro , the milleage u r having on highways is ok, my frnd used to have 2005 city idsi, he is having full Ac + 5 ppl on board with lugage, approx 18-20 km/lit on motorway at 100 km/hr speed ,
in city he is having 13-14 km/ liter , might here in isb not that much traffic, so its may vary for lahore, as its 1st or 2nd gear game there, i think if u touch 10 , it would be fine ........
