Horsepower or CC?

why in Pakistan do we use CC (engine capacity) to measure it's power? whereas worldwide horsepower is used to define the engine strength?

well it depends on the situation in fact, CC is used for taxes and all purposes, and because "laity" in Pakiland dosent know what horsepower really is, unless we horspeower anywhere, well atleast I do (if applicable )
