How does Car heater works?

Please tell me people. How the heater of the car does works? Is there any linkage between the radiator water and the function of heater? Secondly if already the coolant is added in the radiator, is it wise to add water in the white tank attached with the radiator. One more thing which is confusing me, on the inside of the bonnet, the instruction stickers says, Dont dilute the coolant or the life of the engine will be seriously shortened. What does this implies. Only add coolant or water in the white tank. When should we replace coolant? There is no problem of heating in my car. Your opinion will be valuable for me.

car heaters can be named as radiator heater also, there is a small heater in your car inside dashboard which heats up with hot water from the engine, same water which is being cooled by the main radiator. second Q was of the coolant , please specify the year and make of car and why its consuming so much water? if you need to add water very occasionly, its normal.
