How to check original mileage(honda civic 2002 T 2006)

how can i check the car,honda 04(which i have almost finalised to buy),mileage n condition,..is the best thing is to take the car to honda dealership n get it cheaked by them??is the mileage original n hows the condition of the car?painted or not etc??....if yes ,then is honda fort fine??

second thing is that ,does the diagnostic test works??HOW it shows the odometer is tampered?i learned from that thred n that video(posted by bango),that helped me,but every car i check,just the needles are swinging n i dont know their meaning,i think when they move parellel it means meter is not tampered,is it so??
