How to dispose off used engine oil?

As engine oil and other lubricants are very harmful for environment, how should they be disposed off so that no bad effect to the environment is caused.

As far as I know, there really is no environmentally responsible way to dispose off used engine oil. That is why, it is illegal to pour it down the regular or storm drains. Most auto parts stores here accept used motor oil for free. City and County governments also maintain hazardous waste facilities where residents can take all hazardous liquids including radiator coolants, engine and transmission oils. They sell it to recyclers who then clean it and get it re-certified and sell it to fleet operators.

It would be nice if we had the same mechanism in place in Pakistan.
