How to increase engine efficiency?

As the title gives a rough idea I have problem with the fuel mileage of my car. My 1.3 L engine barely moves at 100km RS 1000 petrol an average of about 7 km shows / l (a / c usage 50%) within the city. This result is beyond the tolerance level, because the car is used as a daily runner!

I regularly change the air filter and engine oil (Guard) and keep the tire pressure @ 30psi and keep a light foot on the accelerator then this machine is not as efficient as it should be.

Now after checking everything I still unable to sort the issue. The only thing that comes to my mind is that perhaps the catalyst choked up while reading Odo is 25k.

I want advice from you or me will help increase efficiency and the nose of the car? (Car recently died on the second gear with A / C on)

Last question is, when I suddenly apply brakes, the wheels get stuck for few seconds and then locks ABS. Is it normal or not? how can this be remedied?

Tire: 195/R15/60
Car: Liana (petrol)
