If not C-drive then what?

I have been looking for 195/65 R14 C drive for quite a while in pindi/Isb but unable to get it... the usual response from dealers, wholesaler "tyre shart hai jee". I have checked with khan tyres and other in melody, unique in blue area and some in pindi saddar.

What is the second best tyre in 195/65 R14 that is noiseless, soft and gives a better road grip in dry/wet conditions...

I havent got a direct answer to the above while searching forums.
