Im Facing Civic D15B EXI Idle Issue Help!

A few days ago I bought Honda Accord 1987. The car has Civic EXI Engine but it is giving me this error
1. Block Code D15B
2. Head Code P2A-5
3. ECU PEJ-J01
Actually, the idle stay when the car is above 1000RPM on IDLE.

What I have tried so far.

1. Checked the IACC working fine
2. Changed and Cleaned the Throttle Body
3. Electrician Tried Still Facing the Issue
4. Car has a thermostat Valve and the Fans of the Cars are Automatic.
5. Disconnected the IAC Still not Working
6. I tightened the BISS Screwerd Still Failed
7. I have not found any air leakage and Car Stall when Throttle is Blocked
However , On Cold Start Car when the gauge goes higher from the C Mark Car Stalls and the Choke Starts to work and rpm goes between 1300-1400.

It is your IACV it is not working and it is causing abnormal changes in the RPM. You thought it was fine because there are no leakage in this case.
Recommendations:
1. Please test the wiring to see if there are any problems in it if found please replace them.
