Merchant Navy

Salam.
I want to ask that my brother is in US based Merchant Navy company. He do not reside in any other country but travels from Port to Port. He normally works for more than 6 months on contract and comes back. He wants to bring a car for his personal use. I would like to ask from which country's embassy he should get the certificate? Also what conditions may Apply? and which documents he should hold?
