Need help from experts

hi and a very happy new year and eid mubarak .
i m having problem regarding RPM it continously moves up and down then i change to bosch plugs and for somwhile it was okay, now from tomorrow it is again moving up and down ,i ask a mechanic and he said its throttle.i just wanna know that its really a throttle problem and if it is then can you plz tell me the best place for its maintainance

hello!
well 1st of all mention wheather car was on CNG or gasoline..?
well if on petrol....then make sure mixture was all settled properly....!
on CNG......mixture setup as well as how much air is passing through..bcz on CNG...air intake need to be blocked......also which plugs u have installed? single tip or multi tip?
if single tip....reduce its gap to 0.6mm....!
