Need some Information

I would be thankful for feed back & help.

My concern is if car has a build in 13� rim and you put 15� and if speedometer shows 100km/hr is it actually 100 or faster as I heard about the factory setting of speedometer on 13� rim and when you put 15�or grater size speedometer shows you 100 but actual speed is more than 100.
