On petrol, engine switches off below 1000 RPM

i have civic 95. it works perfectly fine on CNG but while driving on Petrol whenever RPM drops below 1000, the engine is switched off. than i have to restart and keep my feet on accelerator.
i have visited various mechanics, tried these things

1. cleaning of slow jet (thrice)
2. cleaning and tuning of carburator
3. adjustment of timings
4. adjustment of points in distributor
5. replace the patrol with high octane and than used all.

but all of no use, now my mechanic is advising me to get the fuel tank replaced from kabli market as this one is rusty. kindly advise/guide me what to do. i am in great problem
