Power Steering Problem

I Have 90's civic, from last several days my steering is too hard when i start the car. after few minutes its working fine but if turn comlete rigt/left its required some extra pressure.

I checked the oil level its on lower level when car is in stop position (switch off), if i start the car its gratully come to the levl of higher side. i put oil to the upper level in stop position and start the car its overflowing the oil. i dont know whats wrong, pl advise me upto what level oil is required when car is switch off? secnodly why its too hard ?

Possible causes:
Low tire pressure: Check and adjust tire pressures.

The steering gear needs to be lubricated: Lubricate steering gear parts as required.

The wheels are out of alignment: Have the wheels aligned.

A part of the steering linkage is damaged and doesn't not move freely: Replace steering gear parts as required.

Your steering box needs to be adjusted: Adjust steering box as required.

You have a problem with the power steering pump: Repair or replace power steering pump as required.
