Prius 2007 Not Starting

My car, Prius 2007 has the warning lights on and it does not start. The door cannot be opened with the use of a smart key. What is its issue?

To begin troubleshooting, first, check the 12-volt battery not the hybrid battery. If it appears to be functioning properly, then try scanning the vehicle for codes to see if any issues are being detected
