Scraping!!!

I was driving my mom's 2002 Nissan Quest, and around the speed of 20mph to 30 mph (while accelerating) i hear scraping from the right front tire as if it is scaping against the mudguard. After those speeds, it just stops. It started happening when I was going around 95mph on highway and suddenly had to apply the brakes really really hard (trust me really hard). I have asked some mechanics (they haven't checked it yet) and they say that either i have a bad tire or my brake pads are gone. Any comments on this matter? and if so, will it be costly? (my dad is making me pay for the repair since he thinks it my fault.)

P.S its not the type of scraping that you here when pads are gone and the metal rubs against a metal.

lol..first of all...ur dad is doing the right thing...making u pay cuz he thinks u screwed up....so u wont do it next time.

if u r sure its not metal scraping...it may be just the mud flap and the tire...is ur mud flap loose? secondly, it may be ur wheel well liner...the round plastic part inside the fender area..if its loose...it will rub against the tire.

try to figure this out yourself before u take it to a mechanic.
