Some Pics, Some Questions

Car: Toyota Corolla XE 2000

Dear All,

We got this car one month ago. While it has been really nice to drive I have some questions that need answered. Please take a look at the following pictures and answer these questions:

Pic 1:
1. Why is there oil on the engine cover? It's coming from the pipe that connects it to the air filter.

2. What's this wire wrapped around the 4th (or 1st) spark plug wire?

3. What's that open ended wire? Where is it supposed to go?

Pic 2:
What is this device on the left of the oil filter? Why is there oil so much on it's surface?

Pic 3:
Why is the coolant bottle so down under with no Minimum, Maximum marking? How much coolant (water) am I supposed to fill in?

I'm sorry to have asked all these questions at once, but I thought it would be more annoying to create 3 separate topics. Thank you all in advance.

1. You either have excessive blowby in your engine or a choked PCV valve.
2. Thats got something to do with CNG.
3. Your thermofan's running overtime.
4. That device is the power steering vane-pump and you've ruptured the seal, hence the oil.
5. Fill it half, till the middle indentation.
