Strange engine oil problem... help required..

Hi guys,
My friend is experiencing a strange problem.

He went for an oil change a few days back, when they opened up the oil cap they found a foggy kind of material with the cap and inside the engine. Its yellow in colour and is kind of frothe.

The guy at the oil change told that it is actually vapours of water mixed with oil, means someone has put in some water in the engine or something. they flushed the oil and poured in new oil.

after 2 days when he checked himself the foggy mass was there again.

I dont know wats the problem thats y i would like Gari.pk to tell me what is this and what should be done to this.
