Toyota Passo 2014 fan blower warm air issue

hello everyone so I have issue with fan blower warm air issue whenever i turn on the fan warm air comes from the vents the nob is set to cool but still its giving me the warm air is there someone who is having same issue?

when you turn the knob a wire connected to a lever restricts o r allows hot water flow
check knob - wire - changeover T
or take it a to a AC shop
