Toyota Passo 2014 - Initial Maintenance Required for Best Performance

Hi Everyone,
I have Passo 2014. I imported this car in 2016. The issue with my car is that its fuel consumption is only 9.7-9.8 Km per Liter when I checked. This is very serious issue for me. I came to know this issue yesterday.
Kindly suggest me a best solution to fix this fuel consumption issue for my car. What should I do, should I change o r replace to get the best fuel consumption for my car up to 17-18 Km per liter?
