Not easily possible:

1. CNG requires intake port to be blocked, turbo is FORCED induction, it would hardly work well with CNG

2. Santro is EFI; there doesn't exist a turbo for this car to begin with so you will never be able to find a software reflash for the ECU to adjust fuel injection settings.

3. You'd need to custom design a manifold to accomodate a turbo.

4. You'd need to rig a new fuel rail, pump and somehow find bigger injectors which will work with the Santro. A turbo needs more fuel to burn.

Overall its not possible as far as I know, not unless you're ready to do some heavy R&D. An easier approach would be to toss out the engine, swap in a 660cc turbo engine from a JDM Kei-car. My advice, don't ruin your Santro; its an economy car not a performance car.
