Valves and cylinders...???

Hi

Can someone tell whether valves and cylinders are units for the same thing. e.g Will a 24 valve V8 and a 24 valve V6 produce similar output if displacement and other things are kept constant? (the question struck to my mind when I read somewhere that Cadillac 16, the first V16 car has just 2 valves per cylinder)...
