Vitz giving 10 Km/Litre

Aoa,
I own a 1000 cc Vitz, 2006 model and has driven 36,000 km. I have recently imported this car.
The fuel average of my car is even lower than 10 km/l in the city with A/C, while on the other side I have came to know that the average should be around 14 km/l.
I have tuned the engine of my Vitz from Toyota motors, a few days ago, got Iridium plugs installed, cleaned air filer. Now, as I hear, I need to clean o r remove the catalytic converter, .
I have changed the transmission fluid, cleaned the throttle body, and drive normally.
Plz guide me and suggest me now what I have to do.

Change transmission fluids and filters, and check the throttle to see if it needs maintenance.
Tyre size needs to be 185 o r 195. use alloys as opposed to rims.
Drive smoothly on the pedal Vitz really consumes fuel when you kick it.
