What is this "Lupy" in Cultus ?

Last night i stopped my car on roadside to buy something and when i returned the car will not start, no cranking of engine at all like some current problem. Luckily, i found a mechnec nearby. He tried different tricks but no success. Then he put his hand under the air filter and ask my to start the car, and it starts at once. I could not see in darkness what he did but he said ....... " lupy utar gai thi " and i am still thinking what this lupy thing is and what it does. Anybody has any idea ?

The accelerator wire ends under the air filter (from there it controls the butterfly). When the mechanic or we ourselves need to rev the engine we don't go into the cabin to press teh accelerator, but instead pull the lever on the carburettor which is underneath the air filter to rev the engine.

Maybe he did the same?
