Where to adjust turbo from?

My TURBO comes at 4500 and i need to trun it on around 3500 what should be done, I own a GTti Charade. is there any kinda adjustable knob with ECU? or ECU has to be reprogrammed?
i need to increase my trubo pressure, i installed a VACUME in between my TRUBO SOLINOID my car started to push around 1bar but an alert light flashes when she gets around 12 or 13psi in 3rd gear. whats happening??
from where can i get a bleed valve? ilive in KHI

here is what i found about your turbo

"start the engine up. If there are any odd noises from the turbo or any smoke again it could be worn seals. A good indicator of condition is to get the owner to drive. See if he drives it hard from start up. If so the turbo is unlikely to get enough time to get up to working speed properly and might not be in good nick.

Once on the move the turbo should spin up at about 2500rpm and should should be able to hear a faint whistling as it spools up. At around 3000-3500 rpm the turbo should be pushing out good boost and you should feel a shove in the back as it come onto boost.

The green light on the dash should also come on indicating the turbo is spinning up.

Most owners fit a boost gauge and this is ideal for seeing what is going on. A good turbo should be boost to at least 8psi quite quickly . It is likely if you give it full throttle that is may boost to 10psi but settle around 8psi. One the move there should be no smoke, no hesitancy and no drama."
