Why Would a Prius 2014 Model Still Be Unregistered?

I have Toyota Prius 2014 model and I bought it at very good price. This car is unregistered and it has RA grade and the fender changed. There is one problem in that car as it has good market in Pakistan but it is still not sold in the market. After importing these cars from the foreign countries still not get good resale value. Please share your thoughts with me.

He might have imported it in scrap category and now after refurbishing he is selling it.
