Frequent stop-and-go driving consumes more fuel. Is this a major factor behind low average in urban areas?

Absolutely. In urban driving, engines spend more time:

Idling

Starting and stopping

Never reaching optimal temperature

This results in:

Poor combustion efficiency

Short trips consuming more fuel per km

Higher engine wear over time

So, even careful driving doesnt help much in dense urban traffic — it’s a major reason for low fuel averages.
