Can a clogged air filter in my BMW 2 Series reduce fuel efficiency in Pakistan’s dusty environment?

I drive my BMW 218i daily through dusty areas in Lahore, and I’ve noticed a in mileage and sluggish performance. Could a clogged air filter be the reason? How often should I replace it in such conditions?
