Can poor quality fuel in Pakistan cause the fuel filter in my BMW to clog faster?

I usually fill up from local petrol stations in Rawalpindi, but I’ve started experiencing engine hesitation. Could this be due to dirty o r contaminated fuel clogging the filter, and how can I prevent this?
